Casino sector guidance
Premises licences are the third main category of licence (operating and personal licences being the other two) that will be issued under the Act. This includes betting shops, casinos, bingo premises and arcades. Separately, the Gambling Commission confirmed in our online games design response in 2021 and our remote gambling and software technical standards (RTS) that for remote slots it must be a minimum of 2.5 seconds from the time a game is started until the next game cycle can be commenced (RTS 14D). (3) Where this condition is attached to a remote casino operating licence which was issued before this regulation comes into force, the condition has effect from the date on which this regulation comes into force. Withdrawing from online casinos using PayPal and other e-wallets tend to be the fastest option, taking just a few hours. These reviews cover how to use each method and list the top online casinos for each option.
By contrast, licensing authorities and respondents from the third sector tended to highlight the risk of increased gambling-related harm as a result of increasing commercial flexibility for businesses. In general, responses received from gambling industry respondents typically argued for the most liberalised position across the range of measures outlined in the consultation. We received 87 responses to the land-based gambling consultation.
For this, you can search the licence number on the business register. Now is the time to confirm that the licence is active and valid. You can then verify the details directly on the official licence register. When playing from the UK, the UK Gambling Commission (UKGC) licence is the one that matters. This is the most important detail needed to confirm the licence is valid.
It will not be possible for a casino licensee to rely on an ancillary remote betting licence, even where SSBTs are available alongside a non-remote offering, as the ancillary remote betting licence is bound to a betting premises licence. To offer self-service betting terminals (SSBTs), casinos would be required to apply for a remote general betting (standard) (real events) licence. Licence holders should also consider whether, as a result of the changes and gambling facilities offered, an operating licence (OL) variation is required with regards to fee category and/or the licensed activities being offered (such as betting). As well as a fixed numerical maximum, the number of gaming machines must not exceed a specified multiple of the number of gaming tables used in that casino (Regulation 3 of the 2009 Regulations addresses when a gaming table is to be treated as being used in a casino at a particular time) This enables the holder of a converted casino premises licence who wants to utilise the new entitlements to apply to the relevant licensing authority to vary that licence so the casino plan can show the location and extent of any part of the premises which will be a table gaming area.

What are the main regulations?

Should there be a minimum transaction time for customers making a cashless transaction on a gaming machine? Category D machines currently do not have a committed payment limit. These are £10 for Category B1, B2, B3 and B3A machines, and £5 for Category B4 and C machines. This “deposit limit” is currently set at £20 for Category B and C machines, and £2 for Category D machines. There is currently no limit on the amount that can be inserted into a gaming machine, which for simplicity will be known as the “transaction value”.

Applicants for an operating licence are asked about their policies for ensuring that the licensing objectives will be adhered to. For operating licences this will include the resources likely to be available to carry out the licensed activities and the legitimacy of the source of the capital and revenue finance of the operation. Accordingly, the Commission will not normally grant operating licences involving such products. All UK licensed online casinos and sportsbooks are mandated to perform anti-money laundering checks, and mental and financial welfare checks on their customers. In general, it is illegal for the holder of a licence to sell alcohol to facilitate betting on the premises.
It also provides prosecution powers for licensing authorities in relation to their licensing functions. 406.Part 8 provides appeals mechanisms for people affected by the decisions of licensing authorities. 401.In England and Wales licensing authority functions are conferred on local authorities, and in Scotland upon licensing boards, as defined in Part 1 of the Act. Evidence was received in response to the land-based gambling consultation and through an additional supplementary consultation which focused on this reform specifically. Further details of proposed new operating licence fees will follow in due course. Operators will also need to be able to demonstrate that their new gambling and non-gambling areas abide by the updated rules in the Mandatory and Default Conditions, which will include the sliding scale and other restrictions on the sizes of different areas of the casino. As set out in section 151 of the 2005 Act and in the Gambling Act 2005 (Premises Licences and Provisional Statements) Regulations 2007, the operator will also need to submit an up-to-date plan showing their table gaming area, other gambling areas and non-gambling areas.
The License Conditions and Codes of Practice
Well-trained staff enhance player safety and align with casino staff regulations UK. From dealers to security personnel, employees must be trained and treated fairly, with compliance extending to workplace regulations and gambling-specific requirements. Non-compliant operators risk fines, reputational damage, or license revocation, underscoring the need for casino compliance. This involves checking government-issued IDs, utility bills, or bank statements, aligning with casino licensing requirements UK. KYC processes require casinos to verify a player’s identity, address, and age before allowing deposits or withdrawals.
This decision is to be taken by the licensing authority as a whole, and may not be delegated to the licensing committee under sections 154 and 155. Where the licensing authority grants an application, a person who made representations may appeal. The period of time within which representations must be made will be prescribed in regulations. 430.Responsible authorities and interested parties may make representations in writing to a licensing authority about a particular application.
Some respondents stated that any transaction time should at least ensure a break from the machine that is equivalent to the time it takes to access additional funds from an ATM. Our aim throughout the development of this policy has been to replicate the experience of playing on a machine with cash and the deposit and committed payment limits play an important role in the current customer journey. The government will ensure that these regulations will apply to direct debit card payments when amending the secondary legislation.

Do you agree with the proposed (i) minimum gambling area; (ii) table gaming area; and (iii) non-gambling area requirements for 1968 Act casinos under the new regime? Only areas that comprise 12.5% of the minimum table gaming area can be taken into account when determining the total table gaming area for 1968 Act casinos that access the new machine entitlements. Amending the regulations so that Small 2005 Act casinos only need a minimum table gaming area of 250sqm, reduced from 500sqm. Maximum gambling area for 1968 Act casinos will be decided following responses to the consultation. Under the sliding scale proposal (Fig 3), this casino would only be entitled to 70 machines due to the size of its non-gambling area in this instance.
When granting applications to vary a premises licence, the licensing authority is reminded to ensure that all the appropriate licences and notices are issued with any updated information in respect of changes made by the Regulations, for example in relation to mandatory and default conditions. This would require a premises licence variation application to the relevant licensing authority given the changes to the gambling and non-gambling areas. For non-remote betting facilities, this would be a non-remote general betting (standard) operating licence. This guidance provides information on the overall intent of the statutory instruments, what the changes mean for operators of casino premises that intend to make use of the regulatory changes and how this process should be administered by licensing authorities when applications are received. Other converted casino premises where the gambling area is less than 280m² will be limited to a maximum of 16 separate betting positions. It cannot be enforced against non-extended casinos, but when calculating the number of machines against the maximum of 80, all machines in every connected converted casino will be counted, whether or not they have decided to exercise the extended entitlement.
“That is why we are looking to ban unlicensed operators from sponsorship deals in British sport and our consultation on the matter will go live soon.” The measure has led to operators sponsoring shirt sleeves and training kits instead, while there has been no change to rules allowing advertising on pitchside hoardings. At the time, the company said it adhered to rigorous casinos not on gamstop anti-money laundering and safer gambling processes, and that it had shut down customers trying to gamble with cryptocurrency in the UK, who were bypassing controls by using virtual private networks (VPNs). A subsequent investigation by the Observer in 2022 uncovered concerns about the ease with which British customers were apparently able to bet with cryptocurrency on the site, despite crypto gambling being illegal in Britain.
- Where the licence is refused, the licensing authority must give reasons for their decision.
- For every gaming table used in the casino, the effect of the amendment is to increase from two to five the number of gaming machines that may also be made available for use.
- The Codes also require that advertisements for gambling products or services do not mislead.
- Yes, real dealer casino games are legal in the United Kingdom.
An “economic crime levy” is payable by entities that are regulated for anti-money laundering purposes (currently only casinos in the UK) and which generate more than £10.2 million in UK revenue. It should be noted that in April 2025 HM Treasury opened a consultation (which closed on 21 July 2025) on a proposal to introduce a single remote gambling duty that would apply to all remote gambling activities targeting the UK. 15% of the commission charges charged by betting exchanges to users who are UK citizens Operating licences are generally indefinite, subject to paying annual fees.
An application to vary a premises licence will be required where the licence holder wishes to take advantage of the new entitlements under the Regulations but there is already a condition attached to the premises licence by the licensing authority which prohibits the proposed change. If a non-gambling area is to become used for gambling, then that change would require a premises licence variation. The Gambling Act 2005 (Premises Licences and Provisional Statements) Regulations 2007 (opens in new tab) requires applications for a premises licence to include a scale plan, which shows the gambling and non-gambling areas. For other scenarios, and in deciding whether an application to vary a premises licence is necessary, licence holders and licensing authorities should have regard to the following.

When asked about the likely impact of the proposed changes, if a new regime were to take effect with the proposed new maximum of 80 gaming machines, the majority of operators (88%) stated they would look to move onto this regime. We will allow direct debit card payments to be made on gaming machines, subject to the player protection measures outlined within this government response. For example, safer gambling functionality is now available and widely used on many gaming machines. The remote casino operating licence allows you to offer casino games to customers via a website, mobile phone, TV or other online service.
Increased fees will enable licensing authorities to undertake more enforcement and engagement activities with licensed premises. Premises licence fees in Scotland are set under different regulations and are therefore a matter of consideration for the Scottish Government. We believe that on balance an increase to the maximum cap on premises licence fees by 15% is proportionate. A low number of premises visits may also be indicative of the lack of funding received by licensing authorities to fully undertake duties, such as inspections, alongside other administrative and enforcement functions. However, premises visits are only one aspect of a licensing authorities regulatory work. A number of these responses acknowledged the financial pressures placed on licensing authorities, which was reflected by the substantial number of industry responses that advocated for a 10% increase.
Player protections can be used to mitigate increases in the risk of gambling harm. Therefore, the risk of increased gambling harm is assumed to be higher for Options 1 and 3 than Option 2. This increase is expected to be higher under Option 1 than Option 2, as operators will not be restricted by device constraints. Data on net expenditure per session shows that from April to September 2019, the vast majority of sessions across all machine categories ended in the player either winning money or losing up to £20.

It was also raised that these machines can be converted to adapt a card reader for contactless payment, but adding a chip and pin device for every transaction in most cases would either not be technically feasible or cost effective. Respondents from the pub sector also raised issues with verification for each transaction on Category D crane grab machines. Overall, they would either prefer the current contactless payment restrictions to apply for debit card payments on machines or for chip and pin to only be required at the beginning of any session. While this option does not provide as great an increase in commercial flexibility as Option 3, Option 2(b) and, potentially for some operators, Option 1, the evidence received suggests that the vast majority of operators would benefit under this option. While not as liberalising as Option 3, responses from some operators indicated that increases in Category B cabinets would not be vastly different to projections provided for Option 3.
However, we recognise that a minority of customers do experience gambling-related harm and that it is necessary to have safeguards in place to protect customers. In April 2023, DCMS published its white paper on gambling setting out the government’s plans for bringing the regulation of the gambling sector into the digital age. Increasing the maximum cap that licensing authorities can charge – made negative statutory instrument.
Should the operating and premises licence fees that apply to 2005 Act casinos also apply to 1968 Act casinos that increase their gaming machine entitlements? Operating and premises licence fees for 1968 Act casinos that increase their gaming machine entitlement should match the operating and premises licence fees charged for 2005 Act casinos. Do you agree with the proposal that casino operators will be required to notify licensing authorities and the Gambling Commission if they decide to take-up their entitlement to additional gaming machines under the new regime?
